I found myself trying to save several people at once, expecting them to "conga line" behind me but was sad to see this wasn't possible. Would suggest thinking about how to add a second layer to the gameplay where the player could do something more risky that would reap bigger rewards, e.g. the aforementioned conga line which could allow you to save multiple characters at once, but the drawback could be slower movement speed or that they might have a higher chance to accidentally get shot by the police or something similar like this. I'm not quite sure if the concept is fully explained to the player before you start, maybe a little flashing arrow pointing to the citizens and the ambulance would help. I think the citizens should probably follow your last known position, so they don't get stuck between buildings.
