The workers are actually trying to repair tiles closest to the factory first but get the closest at the moment of them finishing their last task, so it might not be the closest once they got a fresh tile. Maybe they should always grab a tile and then look for a broken one to repair. The idea of tiles near broken ones to break is good, too.
