I cannot run it. There is "Builds.html" file for downloading, and when I download it from Dropbox and open with my browser, I just see Unity starting screen and nothing happens.

You need to make sure the .html and the other unity file are in a public folder for drop box to work. Perhaps uploading them as a windows build and a zip if you don't have dropbox pro

I couldn't run it either, tried downloading source and putting it with build.html but that didn't work either.

Same... cannot run because the link is to download the .html file, rather than open it....
