Urban Sprawl by TheGamingProject
Urban Sprawl is a city building game in which you are the mayor of the soon-to-be vast town of Jarlsberg. You are tasked with placing buildings to push the growth of your city. Throughout the game houses will build on the tiles around your Town Center and continue to sprawl outwards, provided you are a good and loyal mayor. Each special building has different effects for the tiles around it.
As you play your city will either go bankrupt or go down in history as houses cover all areas of the map.
The world that you build in is new every time which allows for different outcomes with each new play through. The best way to enjoy Urban Sprawl is to play more than once. Continue playing and notice new trends and more efficient ways of building your city. You are the mayor after all and can't just leave the citizens of Jarlsberg to suffer.
Urban Sprawl is written in HTML5 and will play right in your browser. The game is even optimized for decent play on most tablets and smart phones so give it a shot if you own one.

I didn't really get the strategy, it seemed like each building had some cost over time, but I couldn't tell how much it was. So it was hard to use much strategy.
