Got the game from the link given by Fenmar, downloaded & installed Ruby from here:
http://files.rubyforge.vm.bytemark.co.uk/rubyinstaller/rubyinstaller-1.9.3-p0.exe

And... nope, doesn't run:

even if you create a ruby game, you could still convert it to .exe or .app. i used to use gosu as well, elsewise ask around in the gosu-community
