I love these kind of game. I really liked the graphics, it is nicely drawn and looks clean. However there are some UI layering issue where the panel is behind the button so I couldn't see what was on the panel. See screenshot: 
Now back to the gameplay, it is not as polished as the graphics. However, since I made 2 simulation games before, I know how much work there is to make a game like this. So please don't take these criticism too personally.
* It seems there is no penalty for creating an oil deficit, so I can just jack up the price and produce very little and that way my company just earns money without any drawback
* I can see that the fun part of the game is to balance your oil production to control the price and earning. However, without some sort of overview stats (e.g. how much money i'm earning / losing per tick), I can't really tell the effects of each of my actions (I increase my oil production, price drop a little, does my increment help my income or not? I can't tell without resolving to calculator or pen and paper)
* I still don't understand the impact of region demand / produce as well as stability. (Seems like it impact the build and research cost but I can't really tell? Also I was earning so much money so I didn't really care :p)
* The late game gets a bit tedious since I had so many oil production I need to click through. Would be nice if it automatically lower the production when an oil well is exhausted.
* The game lacks a goal. I enjoyed earning money and seeing my company expanding over the globe. However, without a lose condition and a clear win condition, I got bore after a while. A little bit of a goal would help. For example, if you sets a dollar amount as the gold medal, another amount for a silver medal, etc. Then the player will have a challenge to work towards. Right now the game has nothing to work towards.
Hope these feedback helps! I love the theme, the graphics is fantastic. It has a lot of potentials. Well done putting it together within 48 hours. I know it was hard. Good job! You should be proud :)
- With regards to the z-layer issue, I worked out a fix for it with about 2 hours to go but didn't have time to implement it.
- In terms of giving people more feedback as to how well they have done, this is a good point but the truth is I haven't played the game through enough to say what is a good and a bad score. If anyone wants to share their end money I would be curious.
- The main gameplay issue I see is the fact that there is no real penalty for running a small deficit and just letting the price max out. The solution to this I had planned was events - if the price of oil gets too high it creates wars or market crashes in unstable regions, potentially destroying wells or reducing production. Again this isn't in just due to time constraints. In fact I wrote about 5 events and added about 50% of the code to implement them, but never got them running. Without them, yes the game will be a little dry and tedious and many of the stats aren't used.
- I agree that more feedback on how your budget is calculated would be helpful.
- The game doesn't pay you for selling your oil surplus :)
- I would have liked to have done a more fluid method of calculating the oil price, but didn't get time.

I don't know that I liked that some areas could be run dry (except the slight jab at the fossil fuel industry). Because then I felt like there was all this demand I couldn't fulfill.
The graphics were really on point! The icons felt top-notch.
Final score: retirement fund of $2.68 trillion.

I think this was a good idea and you executed it fairly well given the time-frame. I think the events system is a good addition, so hopefully you continue with this and implement it.
