I think instead of using one timer to complete everything, you could guide the player more by have one objective at a time with it's only short timer, e.g. \"Build 10 Trees\" -> \"Construct a Township\". \n\nWith the current mechanic I think you could improve things quite a bit by at least visually displaying the objectives in-game, possibly crossing them off as they're met.
