But I also think in real life it would take some time. Even with a few zombies you couldn't persuade local authorities to move out of a city. That literally means losing lots of people because of housing, food and water problems. You can't just evacuate a few million people and create magical camps in a deser.. I just keep track of all created zombies and civilians and send them to designated positions but physx.
