It seems like you're going for an old west theme, so I might rename the 'police' something more flavorful like 'deputies' or 'marshals'.

I like how the train cars become transparent.
But I never got the hang of aiming.

It was quite nice but the shooting was quite hard, I didn't really know if i was hitting the enemies when occasionally the bullet seemed to hit the roof even though i never pointed the mouse there. Shooting from behind cover was also very awkward as i just kept hitting tables then.
But other than that quite a nice game!

I have killed all the police and kept going a while, but there doesn't seem to be an end or a goal, which is a shame.
Shooting doesn't have enough feedback, and I don't know whether I cannot hit the enemies because I am too far, because my aiming is poor, or because I am in cover. I would add lines of where the bullets go, make the hit effect a bit more visually distinct.
Well done, although a bit difficult for me :)
However, I found the game a bit unclear in its objective (What is the goal? Kill as many deputies as possible?) and the visual feedback was a bit lacking (I don't know when i can shoot them, I don't know when they can shoot me, i barely know if i hit them and stuff like that). Only other problem was that the player seemed to have very low friction which was weird.
I would suggest changing the levels of crouching to decrease in the same way that they increase, meaning that pressing DOWN one time leaves you looking, and pressing it again makes you take full cover.
Graphics were awesome, good job! Bullet sound was also good. The atmosphere felt right, and adding dust and smoke would make it even better (but that's beyond the scope of a jam game).
Overall, great game!
I'd suggest the game starts in the engine room so that you know it is somehow important - I didn't notice it at all on my first playthrough (I usually go in blind first, then read the description for the other ones) - and have finite amount of coal and have it spawn in the train somewhere so player has to go out there.
The cover mechanic is pretty neat and I like the idea that you can gradually get into and out of cover, that it is not instant, sure can be built upon! Also when stuff worked (like hitting enemies) it actually felt pretty satisfying!
