I saved everyone! Nice little entry. I also had the idea of rescuing.
I liked how well the sound of the radar reacted to the distance of a "swimmer". Also the art is nice to look at and shows clearly what to do. The most fun was trying to get as many people on your hook in one sweep.
Overall a nice and fun game!
First of all is the fuel system. I think it would be better if there was a better UI component that indicated how much fuel I have rather that just really small text at the top. Perhaps a gas tank sprite with a vertical slider on the bottom right???
Secondly, regarding fuel. Even though it makes sense that it will just deplete over time it may be better to only lose fuel while you are moving rather than all the time and make the fuel gauge far less so you have to plan a little better on your route and speed to save everyone.
The game is also quite short so having a little more people to save and maybe making it harder over time, ex. 7 people at once? Would be more fun imo! Building up gradual challenge. Right as I started to enjoy myself it was over.
I think this a step in the right direction but still needs some work.

For example if map would be much bigger and by using the signal you could find the people.

Graphics cool
My first play though I rescued everyone without realising you were supposed to follow the signal. I tried again but didn't find it to be at all helpful since the area is so small.
The controls feel good and the graphics are simple, but with nice touches like the saving guard appearing.
I know that you made a COMPO-game where you have so little time, but I think it would have been possible to implement a better UI. It is too small and not stylized at all.
Apart from that the game feels polished and I like the audio signal on the copter. Great job! :)
all in all nice entry and the audio and visuals made the experience fun enough for me to play twice
