Otherwise, great job!
My only critique is that the game feels too short. If you made the playing area bigger and then allowed the player to keep playing after 1mil population I think that would make the game even better.
Great Job!
Also here's some proof that I actually beat the game:

Step 2: raise taxes to 100%
Step 3: Revel in your vast wealth.

I'm a hero.
Somehow.
I guess running a militant dictatorship to 1m people does kind of count as stabilizing a country? Fun times.
Anyways, really cool game. I also made a city builder type of thing, but mine isn't nearly as polished. I loved the event system. I wanted to add one in mine as well, but I ended up only being able to add a very basic one. I just didn't have enough time or energy. . .
This is really cool though, the only thing I'd want is more actually which is really good. Harder scenarios, more land to build on, more and more dangerous events. Overall really awesome game.
Once you get all the stats over +1 though, there isn't much to do but wait to win. I sort of just sat there pressing the end day button for a good number of weeks waiting for the game to end.
Had fun working it out though. Nice entry!
Good job anyway, Pleasant graphics and cool idea. That's a 5 from me.
