The camera is zoomed out past the world bounds to show this.  The logic chooses a side of the world boundary, either top, bottom,left or right.  Based on this, it then chooses a random position along that edge for the circle to spawn and gives it a velocity in the appropriate direction to move it inwards into the world boundary.
