Yeah, so that just happened to me.

I think it was some weird bug from 7Zip (which I used to export the 7z file I downloaded) that caused it to happen.

If you run into the same issue, download EMCO's UnLock IT to delete the file. I tried to gain access with the program and with Windows' rediculous file-permissions system, but neither of those worked. Deleting it did. It does require a restart though. It's sketchy, but it worked, and my premium Malwarebytes didn't give a peep, so I think it is clean.
