I want to make a web-based game; is it alright if I host it myself and just submit a link or do you want it to be in a desktop emulator that can be submitted to the site?

I usually host the game on my personal website when I enter jams, its never been an issue.

Thanks Altourus; I can make it a desktop app, but I’d rather not deal with that if I didn’t have to.

Browser games are fine and regardless your game’s form you are expected to host it yourself. The only files this site hosts are screenshots. Good luck!
