“ludum “= game

If Latin is anything like Spanish, (and it is, more than it is like English,) the verb comes after the noun.

AFAIK, in Latin, the subject of a verb comes before the verb itself, so it’s grammatically correct (although it’s more like “game-giving” than “giving game”).

According to Wikipedia, word order is usually SOV so “Ludum Dare” is correct. Latin is relatively flexible, so you could conceivably also use “Dare Ludum”.
