Taking part for the first time, excited.

Not yet sure about the tooling really. Either libGDX or one of the popular Haxe/JS Frameworks.

Maybe SunVox for BGM (if any), Audacity + microphone for SFX.

Gimp and Blender for artwork.

Will probably crash and burn but am really looking forward to trying this.
