This will be my third Ludum Dare. Here are the things I will be using:

Java with Eclipse as IDE. I will use the Slick2D library.

Grafics made with PAINT.NET and Gimp. I also might try out some of the Pixel editors from the “Tools” page. Tiled will be used for tiles if necessary.

Sound made with SFXR, BFXR or any other of it’s extensions…

If I need i will use Audacity to edit some sounds.
