Participation is easy, you just create a game while following the very few rules their are (see compo vs jam rules). Submission is also extremely easy, they’ll put a giant button called “Submit Entry” or something at the top of the website after 48 hours, and you are allowed to submit your entry for an hour or two after that button shows up in case you run into problems with submitting/uploading or something. OH! And there is one extremely important rule that you absolutely should not break: make sure have fun!
