I just registered and after taking a look at the rules, I found the following one:
Base code and personal code libraries are allowed, but should be declared and shared with the community prior to beginning your entry. To do this, make a blog post.
If I join (not sure… that depends on the theme), I’ll be using a template which I made for the GiTD (Game In Ten/Three Days. A Kongregate competition, similar to LD, except that we usually get like 5 – 10 entries instead of +1000).
It’s a FlashDevelop project, for AS3 which includes a generic menu, settings and credits screens. The idea is that you take five minutes editing them and then you can focus on the game without having to worry about random, irrelevant stuff like menu GUI or credits page.

About external libraries, I’ll be using UnknownGuardian’s QuickKong to connect to the Kongregate API and depending on my game’s needs I may use one or many of Skyboy’s classes.
