We ended up going with another idea so here are the runner ups! Feel free to use :)
Demon summoner
A puzzle game where you are a demon summoner. Your clients want you to summon demons with specific characteristics such as color, body size, body type, animal affinity, horns/no horns, etc. You summon demons by drawing the appropriate summoning circle. Attributes to summoning circles could be material (color, type) and shape (outer ring, inner ring, number of circles inside, shapes of runes, x sized stars, etc).
You are armed with a “spell book” that is actually just your uncles journal. Instead of notes or instructions, it contains a plethora of examples of completed circles and pictures of the demon it summoned, but no info on why. Players need to analyze and recognize patterns in summoning circle attribute > demon attribute.
If you summon the wrong demon, the demon would be like “hey what gives!?” and you’d have to pay for their uber ride back home. You get money for correct summons. Your goal is to either reach 10 million dollars and retire, or finish writing a new spellbook that explains what each attribute maps to. You get one chance of publishing this spellbook (aka 1 chance to submit the solution to the formula). If it’s correct, the royalties you make off of the spellbook lets you retire early. Otherwise you become known as the irresponsible author who caused the world to be overrun by unexpected demons.

You are a process server trying to serve people their court summons.

Those jury duty summons are not as randomized as you think. You play an FBI agent whose hobby is to hack the jury duty selector and pick the person who’d be most inconvenienced by this. Choices could be heavily pregnant women/their husbands, people about to go on vacations, people whose car just broke down, etc. However, you should also balance this with the likelihood of them actually accepting the jury duty to actualize your evil plan. Maximize misery by picking the best candidate!
